How to Restore WSS 3.0 Site as a Top Level Site
Here is how you can restore a WSS 3.0 site as the Top Level Site for the Site Collection.
 
Steps:
  1. Save your site to the template gallery, navigate to the template gallery and save the site template (.stp) to the C:/ of the server SharePoint is installed on.
  2. Run STSAdmin "Drive:\Program Files\Common Files\Microsoft Shared\Web server
    extensions\12\Bin" and enter the following:
    • stsadm -o addtemplate -title "TEMPLATETITLEHERE" -filename FilenameLocationhere
  3. That's it, now you use that site template to create a top level site from the WSS 3.0 Central Administration.

XSLT Web Part Customization gone in MOSS when restoring a site?
I converted my Web Parts to XSLT and customized them exactly how I wanted them to look. I backed up the site using SP Designer and when I went to restore the site.... my customizations were gone!! I also tried saving the site as a web package using SP designer and again my customizations were still gone.
 
3rd times a charm! I saved the site as a template to the Template Gallery using the web UI and created a new site off of my new template. The customizations were all there!
 
The key... be persistent and keep trying!
